The City of Mustang provides a " Spotlight Employee" each month so that citizens can learn more about the public servants that contribute to our City running smoothly.  The Spotlight Employee will feature answers to a series of questions about the selected employee, the department and position they serve in, and unique likes and interests of the employee.  

The March 2026 Spotlight Employee is Shelley Norman.

How long have you worked for the City of Mustang?   10 years.

Where were you born?  (Hospital is not a permitted answer)  Okarche, OK.

Where do you live and how long have you lived there?  We have lived in Mustang for 24 years.

Are you married? Do you have any children? I've been married to David for 38 years.  I have one adult daughter, Erin.  I also have one absolutely amazing and wonderful grandson, Micah.

What do you enjoy the most about working for the City of Mustang?  The people!  Everyone at City Hall is great and works really well together.

What project have you most enjoyed being a part of while working for the City of Mustang? Changing from Roadrunner meter reading devices to  SPMR (telephones)  has been great and so time saving when it comes to getting rereads done and getting bills ready to send to customers.   I am looking forward to the AMI Meter Reading System when customers can  check and compare their consumption.

Favorite Food? Mexican.

Favorite Recording Artist?  Garth Brooks.

 Do you have a secret skill or talent?  None.  (Editors Note:  We disagree!)

What is the biggest misconception or misunderstanding about working in the Utility Billing Division of the Finance Department?   Customers seem to think we get a discount on our water/utility bill.
