The Utility Billing Department is one of the most demanding areas within the City’s operations, with constant cycles of billing, strict deadlines established by city ordinance, and high customer service expectations. Despite the pressure and workload, Shelley consistently ensures that billing and notices are completed accurately and on schedule. She approaches every task—no matter how challenging—with diligence, care, and a commitment to excellence.
Customer interactions are a significant part of Shelley’s role, and she handles them with remarkable poise and compassion. She frequently deals with difficult or emotional situations, such as service disconnections for non-payment, yet she treats every customer with respect, patience, and understanding—while still adhering to established policies. Over the years, Shelley has grown tremendously in her customer service skills, and I’ve personally received calls from residents praising her kindness, professionalism, and efficiency. Many have shared that “they just love her,” which is a reflection of the trust and rapport she has built with our community.
While the pace and workload of the billing position leave little time for extracurricular involvement, Shelley’s day-to-day contributions are invaluable. This role is an essential but often underappreciated one, and Shelley fulfills it with skill, enthusiasm, and heart. She is often the unsung hero who keeps our department running smoothly. Shelley Norman exemplifies what it means to be a dedicated public servant. She is reliable, hard-working, and compassionate—a true asset to both her department and the City as a whole.

Corporal Gordon represents the very best of our profession. He is a hometown firefighter who embodies dedication, humility, and an unwavering commitment to service. A 2018 graduate of Mustang High School and a proud third-generation Bronco, Zane continues to live on his family property just north of our city limits. In 2022, he married his high school sweetheart, Ryan, who is also a third-generation Mustang graduate. This past year, they welcomed their first child.
At the company level—particularly at Station #2, where staffing demands accountability and initiative —Zane consistently rises to the occasion. Supervisors describe him as the first to step forward and the last to stand down. He motivates those around him not through words alone, but through consistent action. He maintains a positive attitude, avoids negativity, and leads by example on both the fireground and the EMS side of our operations.
What makes this recognition especially meaningful is that Zane was nominated by officers representing each shift within our department. That level of consistency across leadership speaks volumes. He does not simply meet expectations—he exceeds them—while maintaining professionalism, humility, and a continual desire to grow.
Employee of the Year is not awarded for a single act or moment. It is awarded for sustained excellence, demonstrated character, and steadfast commitment. Corporal Zane Gordon exemplifies those qualities every day.

At last night's City Council meeting, Mustang American Legion Post 353 presented their annual "Employee of the Year" recognition to a member of the Police, Fire, and Non-Uniformed divisions of the City of Mustang. We will be highlighting the recipients here over the next three days.
Sgt. Brock Childs was recognized as the Police Officer of the Year.. He joined the Mustang Police Department in September of 2022.. Since becoming a Mustang Police Officer, Brock has completed CLEET’s Instructor Development course and became certified as a Field Training Officer. Not only is Brock an integral part of our agency’s Field Training Program, he has become an active participant in our highly productive recruitment process.
Along with being an absolute asset to the Police Department and the Mustang Community, Brock is passionate about serving the public and does so straight from the heart. His generosity, on many occasions, has proven to not only meet the needs of specific citizens during less fortunate times, it has made a huge impact and likely a life lasting positive impression. It is very common for Brock to take it upon himself to personally offer to assist those in need, often going above and beyond that of a normal caring person.
